Adviser and Chairman Multi-Sectoral Advisory Committee

  • Sets the policy directions of the LGRRC;
  • Acts on the recommendations from the LGRRC Manager and/or Facility Coordinators;
  • Spearheads the building of alliances and partnerships with other partner institutions for a more effective and efficient LGRRC in Western Visayas; and,
  • Represents the LGRRC VI in the Western Visayas Local Governance Resource Consortium (WVLGRC)


LGRRC Manager

  • Oversees the day-to-day operations of the Center;
  • Ensures the mainstreaming of the LGRRC facilities in the DILG operations;
  • Identifies and implements relevant actions related to the enhancement of the LGRRC operations to include retooling of LGRRC members;
  • Recommends to the DILG RD and LGRRC Adviser policies or programs to improve the operations of the LGRRC;
  • Regularly coordinates with the LGNRC and facilitate knowledge-sharing with other LGRRCs;
  • Monitors and evaluates LGRRC performance on a quarterly basis or as often as necessary;
  • Convenes and presides over the LGRRC regular and special team meetings; and,
  • Supervises the LGRRC technical and support staff.


LGRRC Coordinator

  • Coordinates the effective and efficient implementation of activities lodged in the facilities/services they are made in-charge of;
  • Acts as the LGRRC’s point person for the MSAC and WVLGRC; and,
  • Prepares and integrates the Center’s Work Plan and Accomplishment reports.



FACILITIES/SERVICE AREAS

Multi-Media Knowledge and Information Facility

  • Develop and update LGU and Local Governance Databases, Audio-Visual Materials, and other related KM products;
  • Document Exemplary and Replicable Practices on local governance;
  • Design, prepare and/or update regularly the Library Catalogues and the Website;
  • Assist clients in accessing the LGRRC Website, Databases, E-Library and LGU Portal;
  • Establish an internal-control system/data protocol for web content;
  • Establish a System of Control for all borrowed materials from the Center;
  • Work closely with the other LGRRC Facilities to ensure harmonized implementation of LGRRC 6 activities; and,
  • Prepare the Facility Work Plan and Quarterly Accomplishment Reports.


Capacity Development

  • Coordinate and facilitate the delivery of capacity development and technical assistance to various  clients;
  • Develop and enhance capacity development materials;
  • Perform referral services to and forge partnership with the Pool of Coaches, Local Resource Partners and Institutions for the implementation of capacity development activities;
  • Work closely with the other LGRRC Facilities to ensure harmonized implementation of LGRRC 6 activities; and,
  • Prepare the Facility Work Plan and Quarterly Accomplishment Reports.


Linkage Facility

  • Link with LGUs, Leagues and other stakeholders for the implementation LGRRC activities;
  • Ensure proper coordination and participation of the Leagues in various activities of the LGRRC particularly in the delivery of CapDev Programs;
  • Promote and facilitate client access to the Center;
  • Provide access to the network of Coaches, Experts, LGU Leagues and Local Resource Institutions (LRIs);
  • Facilitate building alliances and forging of partnerships with other local governance stakeholders for the effective and efficient delivery of programs in the region;
  • Work closely with the other LGRRC Facilities to ensure harmonized implementation of LGRRC 6 activities; and,
  • Prepare the Facility Work Plan and Quarterly Accomplishment Reports.


Public Education and Citizenship Facility

  • Facilitate the conduct of Conferences, Round Table Discussions on Exemplary Practices, Tools and Processes, Cases, Policy Issues and Other Government Trends;
  • Forge partnership activities with the Media and other stakeholders for public education;
  • Prepare Press Release and Media Kits for the Department’s Programs;
  • Manage the publication of the quarterly publication of  Pulse Newsletter;
  • Design and prepare IEC Materials on LGRRC activities and services;
  • Work closely with the other LGRRC Facilities to ensure harmonized implementation of LGRRC 6 activities; and,
  • Prepare the Facility Work Plan and Quarterly Accomplishment Reports.


Management and Legal Support Services

  • Provide administrative, technical, and/or legal support services for the effective and efficient implementation of LGRRC activities;
  • Conduct regular inventory of all equipment and Knowledge Products of the Center and keep an updated record in coordination with the designated Coordinator and Librarian;
  • Work closely with the other LGRRC Facilities to ensure harmonized implementation of LGRRC 6 activities; and,
  • Prepare the Facility Work Plan and Quarterly Accomplishment Reports.

The Local Governance Regional Resource Center VI has been established to become a dynamic, interactive and virtual one-stop shop for knowledge on local governance.  Its primary role is to source, organize, and manage available local governance knowledge and promote its sharing and use by various stakeholders.

The facility leverages ICT tools and various techniques for capturing, creating, and sharing knowledge to promote knowledge sharing for local governance excellence. It is also a mechanism for convergence of local capacity building and knowledge initiatives and also acts as a broker for collaboration and knowledge sharing between stakeholders. 

 In July 2005, with support from the Philippines-Canada Local Government Support Program (LGSP), 7 DILG Regional Offices enrolled as one of the “pilot” Regional Local Governance Resource Centers (LGRRC) under the program of the Department of the Interior and Local Government-Local Government Academy. These regions were 1,2,3,4,5,6,7 and 10. On October 14 of the same year, Region VI was the first to launch its LGRRC in conjunction with the 14th anniversary of the Local Government Code of 1991

Primarily, LGRRC VI was established in Western Visayas to promote a culture of learning and knowledge-sharing in pursuit of sustainable development through excellence in local governance and to support DILG in its role as an enabler for capacity development of LGUs. It is also designed to support the DILG Regional Office to carry out its responsibility of strengthening both the management and technical competencies of local officials and technical staff by providing LGU access to a wealth of knowledge. It is the repository of knowledge products and DILG with its regional partners shall build from it to achieve a continuing process of local governance knowledge creation, sharing, utilization and review.
