The first to conduct in Region 6, the DILG Antique held the Roll-Out for the Assessment of the Functionality of Barangay Development Council (BDC) on August 15, 2019 at the Eagle’s Hotel, San Jose, Antique.
“The activity was deemed necessary to ensure that the members of the Municipal Assessment Team (MAT) are informed on the revised functionality indicators of the BDC and the recent updates on assessing the BDC Functionality,” said DILG Antique PD Cherryl Tacda during her welcome message.
As the mother of all special bodies in the barangay and the umbrella organization of all barangay-based institutions, BDC plays an essential role in setting the direction of economic and social development and coordinating the development efforts within its territorial jurisdiction.
“There has been recent developments in the policy as reflected in a recent Memorandum Circular issued by DILG to harmonize the duties and functions of BDP pursuant to existing laws,” shared LGOO II Jessana Carmela Tatoy, Provincial BDP Focal Person during her discussion on DILG MC 2019-112.
The activity served as venue for the MAT members of all 18 LGUs in the Province to meet, discuss and familiarize themselves with the BDC Functionality indicators which could guide them in assessing the effectiveness of the performance of the BDC vis-à-vis the functions mandated to them by existing laws and policies.
The MAT members composed of the Municipal Local Government Operations Officer (MLGOO), Municipal Planning and Development Coordinator (MPDC), Liga ng mga Barangay (LnB) President, Municipal Budget Officer (MBO) and NGO representative will review, evaluate and assess the functionality of the BDC based on the submitted barangay self- assessment forms by the barangays.
The BDC will be assessed on five major components, namely: Structure, People, Systems, People’s Participation in Local Development and BDC Innovations and Good Practices. The assessment will be conducted annually.
For CY 2019, the results of the BDC Functionality Assessment shall serve as benchmark data in the determination of the performance of BDC that will guide DILG and other partner agencies in improving interventions to capacitate the BDCs based on their level of functionality.
