Even at the height of the COVID-19 pandemic, 100 percent of barangays in the Province of Antique have conducted the barangay assembly for the first semester of CY 2021.

DILG Antique Provincial Director Cherryl Tacda applauded the effort of all the barangay officials in making use of the opportunity to inform their constituents about the plans and programs of the barangay, financial transactions, and national directives. 

As the province continues to battle COVID-19, barangay assemblies through public gatherings are allowed in barangays without prevailing COVID issues in adherence to IATF guidelines and local laws or ordinances in line with the implementation of quarantine protocols. A total of 57, 241 attendees were recorded covering 590 barangays in the province.

 

“The face-to-face conduct of barangay assembly were administered by most of the barangays in the province. However, other barangays conducted the barangay assembly through different modes which include distribution of flyers or leaflets, recorrida and online platforms thru Zoom to ensure the protection of the health of the general public”, said LGOO V Rubina Jane Garces, Local Government Monitoring and Evaluation Section (LGMES) Chief. 

Highlights during the conduct of barangay assembly include State of Barangay Address (SOBA), reminders on COVID-19 related health practices and protocols and vaccination program. 

This year’s theme is “BarangaYYan: Barangay at Mamamayan, Sama-sama at Mag-kaisa Upang Labanan ang Pandemya Tungo sa isang Ligtas, Maayos at Maunlad na Pamayanan”.

The conduct of Barangay Assembly Day on any Saturday or Sunday of March for the first semester, and October for the second semester, is stipulated under Section 397 of the Local Government Code of 1991 and Proclamation No. 599 series of 2018.

Barangay officials who fail to conduct barangay assembly days can be sued administratively by the residents, concerned citizens, and/or government and non-government entities. Likewise, a Show Cause Order shall be issued by DILG to all concerned Punong Barangay who failed to conduct the barangay assembly.

PD Tacda hopes that the barangay officials and DILG personnel will continue to show the same commitment on the conduct of the barangay assembly in the second semester, to be conducted on October.#
