The enactment of Republic Act 7160 or the Local Government Code 1991 has once again been commemorated. The DILG – Local Governance Regional Resource Center (LGRRC) 6 flagship program Development Talk or DevTalk was the highlight of the 30th LG Code anniversary celebration in the month of October 2021. Thus, it served as the opening activity with the theme, “Reshaping Local Autonomy, Past 30: Revving-up Full Devolution Beyond the Pandemic, and its Three Decades of Promise to LGUs.”
For twelve years now, DevTalk has been institutionalized as the regional knowledge-sharing platform that operationalizes the principles of knowledge management, multi-stakeholdership and convergence. It has consistently served as an avenue for discussion on various areas of local governance and promote innovative practices among local government officials, government agencies, academic institutions, and other private institutions by showcasing best practices and notable initiatives, among others.
In this year’s LG Code anniversary and in preparation to the implementation of the Full Devolution, DevTalk was conducted in four parts focusing on Knowledge Management (KM) Best Practices (October 6); partnership as an essential tool in the delivery of capacity development program exemplified in the operation of the WVLGRC (October 13); Contact Tracing Best Practices (October 20); and continued work and journey toward a Peaceful and Orderly Society (October 27).
Invited to serve as resource persons were notable experts from local government units (LGUs), DILG partners, and the DILG personnel exemplifying the traits of matino, mahusay at maasahan in rendering services to communities that contribute to the national government’s drive for good governance. This year, the DILG Region 6 was privileged to have a guest of honor the czar in Covid-19 and Mayor of Baguio City Benjamin "Benjie" B. Magalong who served at the same time as speaker to share his city’s efforts and approaches in contact tracing and COVID-19 control, which medical expert described as “model practices.”
Likewise, DILG Undersecretaries namely Bernardo C. Florece, Jr., Undersecretary for Peace and Order and Marlo L. Iringan, Undersecretary for Local Government graced the LG Code celebration with their virtual presence and expressed their appreciation on the initiatives of the DILG Region 6 in celebrating the LG Code anniversary.
DevTalk is just one part of this year’s grand LG Code month-long activities. The DILG VI Occupational Safety and Health (OSH) Program was also presented. Launching of the Excel Awards was also part of the LG Code anniversary program. Season 3 of the Radio Program was held entitled, “Ikaw kag ang DILG,” which focused on the efforts on RCSP, CUCPD, and SBDP.
The LGC anniversary celebration concluded with the conduct of Local Government Quiz or LG Quiz. On its 7th year, LG Quiz served as a venue to challenge and evaluate LGU Officials and DILG Personnel on their knowledge on the necessary competencies involving contemporary governance 30 years after the passage of the LG Code.
The 2021 LG Quiz highlighted various DILG programs and provisions of the Local Government Code in the community with special focus on COVID -19- Contact Tracing; Ease of Doing Business and Efficiency in Government Service Delivery (EODB Law); Peace and Order; and Building Resilient LGUs through Disaster Risk Reduction and Climate Change Adaptation (DRRM/CCA).
The commemoration of the Local Government Code Anniversary will continue to provide right knowledge with learning strategies from the right people to attain excellence in local governance worth replicating for the benefit of the Filipino people.
