Description of Functions
  • Coordinate with the Provincial/City Local Government Units to ensure on-time implementation of projects;
  • Conduct actual monitoring on the preparation and implementation of SBDP projects in his/her assigned region/s, province/s and barangays to ensure that the requirements in the LEO70 Implementations Guidelines are complied with;
  • Monitor LGUs/barangays in the preparation and submission of SBDP project requirements, particularly the Detailed Engineering Design (DED) and program of works, and provide technical assistance to provinces/barangays to facilitate the completion of DED/POW;
  • Provide status reports on the implementation of projects, including issues and concerns, and recommendations within his/her assigned area;
  • Undertake field visits and conduct random inspection of civil works from time to time to check the quality of works and submit with course of action and recommendations thru appropriate channels;
  • Perform other tasks as maybe assigned by the Regional Director or immediate supervisor.
Expected Output / Deliverables
  • 100% of Monitoring Reports on the preparation and implementation of SBDP projects in assigned region/s, province/s and barangays are submitted with 100% compliance to the requirements in the LEO70 Implementations Guidelines;
  • 100% of technical assistance provided in the preparation and submission of SBDP project requirements and ensured on-time submission of said reports;
  • 100% status reports on the implementation of projects, including issues and concerns, and recommendations are submitted on the scheduled deadline; and
  • 100% field visits and inspection of civil works conducted from time to time to check the quality of works and 100% submission of course of action and recommendations thru appropriate channels; and
  • 100% support services provided (as needed/instructed by the higher management/supervisor).

Description of Functions
  • Act as coach and mentor for all DILG and LGU users of SubayBayan, Rapid Subproject Sustainability Assessment System, and Devlive application;
  • Maintain the M&E information systems and cater to all system-related concerns such as system bugs and errors and continuously provide recommendations for system development to the ISTMS, through OPDS;
  • Provide IT support to the PEO III in the RO and PEO IIs in the DILG Provincial Offices in the conduct of evaluation/analysis of reports related to RBME;
  • Coordinate with the Regional Information and Communication Technology Unit (RICTU) in the Management of DILG and LGU user accounts in SubayBayan and RSSA;
  • Prepares regular status report on the implementation of the RBME for LGU Infrastructures;
  • Act as Resource Person during the Seminars/Workshops on Information Technology-related Programs;
  • Coordinate with ISA III through the PEO III assigned in the Region regarding Information Technology-related concerns;
  • Prepare the necessary correspondence pertinent in the implementation of the program; Provide inputs on the periodic work plan and accomplishments of the PDMU;
  • Attend meetings/workshops and other related activities;
  • Prepare individual compliance and administrative requirements; and
  • Perform other functions that may be required by the supervisor.
Expected Output / Deliverables
  • Weekly accomplishment report; Weekly system maintenance and downtime report;
  • Monthly encoding and image uploading compliance report;
  • Reports pertaining to SubayBAYAN system accomplishments and updates; and
  • Other matters assigned in relation to the scope of work for immediate and apt submission to the Office of the Director or as frequent as needed.

  • Develop information, education and communication (IEC) materials, including Guidebooks, Manuals, presentations, and other knowledge products;
  • Facilitate and document the conduct of activities in relation to the RLIP and other related programs;
  • Act as a Facilitator or Resource Person in capacity development interventions;
  • Prepare TOR and project proposals for the procurement of IEC materials and other related documents;
  • Monitor the inventory, distribution, and posting of IEC materials in designated areas and online platforms;
  • Manage and update information in website/online platforms in relation to the RLIP and other programs;
  • Travel in relation to the performance of an Information Officer II’s responsibilities. As such s/he is authorized to claim transportation expenses, and per diem subject to the usual accounting and auditing rules and procedures;
  • Coordinate with project stakeholders, including Local Chief Executives through Provincial/City/Municipal Engineer, and DILG Central Office, and other related offices;
  • Prepare individual compliance and administrative requirements; and
  • Other outputs which may be assigned by immediate supervisor in relation to RLIP and other programs.

  • Reports and materials as committed in the Individual Performance Commitment and Review (IPCR), including the following:
    • Annual Report;
    • Monthly and quarterly reports and presentations on the status of RLIP-enrolled infrastructure projects;
    • Pre and Post-Training Materials and Reports;
    • Post Activity Report;
    • Post-Coaching Evaluation Report;
    • Monthly Analysis/Assessment/Accomplishment Report;
    • Presentation materials; and
    • Other reports and materials required in relation to other duties assigned by immediate supervisor.
  • IEC materials, including Guidebooks, Manuals, presentations, and other knowledge products;
  • Correspondence to project stakeholders, including Local Chief Executives through Provincial/City/Municipal Engineer, and DILG Central Office, and other related offices;
