I. EDUCATION AND EXPERIENCE
  • Bachelor’s degree in Information Technology, Computer Science, or equivalent
  • Experience in government is not required but is a plus
  • At least 4 hours of relevant training
  • At least 1 year of relevant experience
  • Strong written and oral communication is an advantage
II. SKILLS QUALIFICATION STANDARDS
  • Knowledge on how to manage and maintain databases
  • Knowledge in Applications Development and System Analysis and Design
  • Knowledge of computer and/or network security systems, applications, and hardware
  • Knowledgeable in relational database management systems such as MySQL, MariaDB, and PostgreSQL.
  • Can write simple or complex SQL queries
  • Preferably with good communication and technical writing skills
III. SPECIFIC FUNCTIONS AND DUTIES
  • Assists in the installation, maintenance, upgrade, and testing of database software
  • Manage all databases on their respective regional server/s
  • Conducts regular backup and restoration of regional DILG databases (if any)
  • Responsible for providing and monitoring user access permissions and privileges to the regional databases
  • Conduct database management-related research and submit proposals for the enhancement of database management and structures if needed
  • Documents, consolidates, and analyzes data quality issues found in databases, and formulate solutions to address the issues with close coordination with the Data Analyst
  • Recommends data reports and reporting dashboards for the executives and end-users that are easily understood
  • Assist in the preparation of documentary requirements, and participate in activities related to the Procurement of ICT Resources (if needed)
  • Provide technical assistance for the deployment of Information and Communication Technology (ICT) resources
  • Authorized to travel to participate, assist, and facilitate the conduct of training, workshops, and seminars
  • Perform other functions as may be required by the Director
